NEW: The Case for Arts and Arts Education Funding in Illinois Funding for the Illinois Arts Council was slashed by $4.5 million in FY08 - a 23% cut unprecedented in the Arts Council's history. Due to FY08 cuts to the Illinois Arts Council's budget, the Council was forced to reduce general operating support grants by nearly 30%. Through an online survey, the Illinois Arts Alliance queried the arts field in January and February 2008 to assess the on-the-ground impact that these cuts are having on Illinois' nonprofit arts sector. Based on a thorough analysis of the responses, we now know that these devastating cuts threaten the stability of the arts in Illinois and represent one of the most critical issues facing the cultural sector in Illinois today. As a result of their reduced grants from the Illinois Arts Council, organizations small and large are scaling back in size and ambition: artistic programs are being altered, education and outreach programs are being reduced, and staff positions are at risk of elimination. Ra Joy's Testimony Before the Illinois House Appropriations Committee On Wednesday, March 5, 2008, Illinois Arts Alliance Executive Director Ra Joy testified before the Illinois House Appropriations-General Services Committee. On behalf of the arts and culture sector statewide, Ra Joy requested the state appropriate $24 million to the Illinois Arts Council in FY09.
